The government has directed to give the 13th grade of the national salary structure to all the assistant teachers of government primary schools irrespective of their educational qualifications.
With the consent of the finance ministry, the primary and mass education ministry on Monday (October 12th) issued an order directing everyone to upgrade their grades.
The order said that with the consent of the finance department, the salaries of government primary school assistant teachers were upgraded from grade-14 (trained) and grade-15 (untrained) to grade-13. This decision of the government at the field level is quite commendable.
The consent letter of the finance department mentions in column 5, ‘Government Primary School Teacher Recruitment Rules, 2019, the post is eligible to be filled’ and condition 1 states that ‘the salary grade prescribed in column 4 above will be effective according to the qualifications/experience shown in column 5’. In other words, according to the recruitment rules of 2019, this condition of educational qualification will be applicable to those who will be newly appointed. The rest of the teachers who are already working i.e. those who have experience as assistant teachers will also get the benefit of upgrading the pay scale. But those experienced assistant teachers who have not been recruited under the ‘Government Primary School Teacher Recruitment Rules, 2019’ and do not have a bachelor’s degree, are not able to fix their salary in grade-13. There is frustration or anger among the teachers at the field level.
The order further said that according to the ‘Government Primary School Teacher Recruitment Rules, 2019’, the educational qualification prescribed by the assistant teacher is graduation. But earlier in the ‘Primary School Teacher Recruitment Rules, 1983’, the educational qualification was SSC for female candidates and HSC for male candidates. In the ‘Government Primary School Teachers Rules, 1991’, the educational qualification was SSC for female candidates and HSC for male candidates. In the ‘Government Primary School Recruitment Rules, 2013’, the educational qualification was HSC for female candidates and graduation for male candidates.
Those who have been recruited under the pre-2019 recruitment rules have been recruited according to the educational qualifications prescribed in the recruitment rules. All those teachers have a long experience. Therefore, the Ministry of Mass Education thinks that all the assistant teachers appointed under those rules can get salary grade-13 as per the qualification/experience mentioned in the condition number 1 of the consent letter of the finance department.
Rule 10 of the Government Primary School Teacher Recruitment Rules, 2019 states, “(1) The Government Primary School Teacher Recruitment Rules, 2013 shall come into force as soon as these rules come into force.” (2) Notwithstanding such repeal, all the activities carried out under the said rules shall be deemed to have been completed under these rules. ”
According to the order of the Ministry of Mass Education, in order to implement such an initiative of the education-friendly government, in order to solve the existing problem of teachers engaged in educating tender-hearted children. Instructions were given for instructions on how to get it.
