Administrative Tribunal-1 has dismissed the case filed by the agriculture teachers regarding the seniority among the assistant teachers of government secondary schools. As a result, there was no obstacle in the way of the promotion of assistant teachers in government secondary schools.
It is to be noted that 98-97% of the teachers retire without any promotion in their working life due to the low number of posts eligible for promotion in government secondary schools. To solve this problem, a post called Senior Teacher was created in 2015. So that 50% of the total posts of assistant teachers will be promoted to the post of senior teachers on completion of eight (8) years of service. When the promotion activities started, the teachers of agriculture became an obstacle. Agricultural teachers joined the 14th grade of the national pay scale in 1995.
On 22/05/2004, their position was upgraded to 10th grade like other assistant teachers. But they have been claiming seniority since 1995. As a result, there was a complication with the seniority of agricultural teachers with the teachers who were appointed in 10th grade as assistant teachers in 1996, 1999, 2001, and 2002. The Ministry of Education sent a letter to the Ministry of Public Administration seeking its opinion on resolving this issue. 15/05/2019 PSC held a meeting with the representatives of the Ministry of Education and the Ministry of Public Administration on this issue. On 08/09/2019, the Ministry of Public Administration sent a letter to the Ministry of Education with an opinion to calculate the seniority of agricultural teachers from 22/05/2004. Agricultural teachers have filed a case in the Administrative Tribunal-01 challenging this opinion. The verdict in the case was scheduled for Monday, October 13. The case was dismissed by the wise court. Therefore, the opinion of the Ministry of Public Administration is valid in the verdict.
If you want to know about this, the organizing secretary of the Bangladesh Government Secondary Teachers Association, Mr. Abdus Salam said the ruling put an end to a major complication in government secondary schools. I hope all parties will respect the verdict of the wise court. He further said that the polygamy of government secondary schools has been vacant for a long time and hoped that the Ministry of Education would not make any more excuses after the verdict. He kindly requested Mausi and the Ministry of Education to expedite the promotion process.
